Russian producers are asking the government for protection from Huawei and ZTE

Russian producers in the Alliance TELMI asked the Ministry to take steps to increase their market share of Telecom equipment. About it reported the edition “Kommersant” with reference to the presentation of the Alliance.

At the present time in the Russian market of telecommunication equipment, the proportion of domestic products is not more than 8%. The Alliance TELMI includes Russian manufacturers of telecommunications equipment T8 “Elteks” and “Micran.

More than 92-94% of the market occupied by foreign companies. Moreover close to 90% cut off Chinese manufacturers such as Huawei and ZTE, and about 10% are Western companies like Juniper, Cisco and Nokia.

Russian manufacturers hope to increase its share to 30% in two to three years and are planning “an aggressive entry into foreign markets”. Among the measures that, in the opinion of have to take the Ministry of industry and trade, in connection with the domination of “Chinese” — quotas on the purchase of Russian equipment in public and commercial structures, as well as the prohibition for foreigners to participate in competitions of at least two local proposals.

It is also expected state support for long-term contracts with operators, Central Bank, Sberbank, Russian Railways, Gazprom, Rosneft and similar structures. Buyers of equipment, it is desirable to compensate for the costs of replacement of imported equipment to domestic, as well as provide a loan at 5% per annum in rubles for a total amount of 10 billion rubles a year. In addition, manufacturers are asked to zero duty on electronic components, analogues of which are not produced in Russia, and to closely monitor the payment of VAT on importation of finished foreign Telecom equipment.

The Ministry confirmed receiving offers and are now studying it. Representatives of the Ministry stressed that the Russian producers already support companies Alliance offers grants for projects on development of the equipment.
