The municipality and the chairman of the carnival society, Paul Holt, fear that it can not be excluded that situations occur such as on new year’s eve in Cologne, the largest city of North Rhine-Westphalia. The parade is cancelled because according to Holt not enough time for the by the municipality in terms of safety measures to comply. Close to Rheinberg stands in the centre, and the city fears a visit from “probleemgroepen” during the carnival celebration.

Around the new year, especially young people from abroad or are of foreign origin on a large scale, women taunted, groped and robbed in the station of Cologne. The extent of these crimes and the helplessness of the police, the country shocked.
