Bergegger stresses that security can no longer be taken for granted and that a joint effort between the federal government and local authorities is needed to protect the German population. One of the key areas of this initiative will be the construction of underground shelters.

During the Cold War, Germany had about 2,000 large shelters, but the number has since been reduced to 600, with capacity for 500,000 people. This is not considered sufficient to protect the entire population, so significant investment is needed in the construction of new shelters.

Annual investment of €1 billion is expected to go towards the construction and maintenance of shelters, as well as staff training and procurement materials.
