The businessman Igor Ashmanov proposed the idea of creating such a register. He put forward the idea at Putin's meeting with the Human Rights Council (HRC). Ashmanov said that the registry could include sites with information that is not prohibited by law, but “may have an undesirable impact on young people.”
What content is considered “toxic” , Ashmanov proposed to decide through “open public discussion”. He stated that the register could include information about “violence, bestiality, radical feminism, the danger of vaccinations, the refusal to have children and the promotion of LGBT.”
Putin ordered to study this idea. The decision must be made before June 1.
