In addition to opening a representative office, companies will have to: place an electronic feedback form with Russian users on the website, register personal account on the Roskomnadzor website, install a recommended attendance counter on the website. In addition, foreigners are obliged to restrict access to information that violates Russian law.

Many tend to view the Landing Law as a method of forcing foreign technology companies to engage in dialogue with the Russian authorities.
