The Russian government has introduced new rules for the identification of users of instant messengers. The resolution of the new rules, already signed by Prime Minister Dmitry Medvedev.
Initially about the new rules announced by the newspaper “Izvestia”, now the document is already published on the official portal of legal information. The rules will come into force on 5 may 2019, 180 days after publication.
The rules provide for the verification of the identity of users of instant messengers by phone number. The test will have to carry out the administration of the messengers together with the mobile operators. Accurate testing technology is not described, but the owners of the messengers must make sure that the application is the owner of the SIM card and not the other person.
Team messenger is obliged to request the passport data of the user from the mobile operator for the mobile number and the operator should give the necessary information within 20 minutes. Users that have not passed such a test, should not be allowed to the messenger. Simply put, the new rules finally put an end to anonymity on the messengers.
