The President of Russia Vladimir Putin submitted to the state Duma a bill softening the part 1 of article 282 of the criminal code on extremism. With amendments of the President to criminal liability for extremism on the Internet and the media will only come after repeated offenses.

In the framework of the Code of administrative offenses for such offenses, individuals face a fine from 10 to 20 thousand rubles, up to 100 hours of obligatory works, or arrest for up to 15 days, and for legal persons — a fine from 50 to 500 thousand rubles. Part 1 of article 282 of the criminal code for “actions aimed at inciting hatred or hostility using mass media, including the Internet”. Now part 1 of article 282 of the criminal code provides for punishment up to imprisonment for up to five years.
In the summer the state Duma has already introduced a bill that eliminated criminal penalties under this article. But then the initiative was not supported, while Putin’s project has received a positive opinion from the government as directed “on humanization of criminal legislation”.
