In the state Duma has been removed from the draft law on customs regulation text that allows the Russian government to establish separate payments for individuals when making purchases in foreign online stores.
The Committee on budget and taxation adopted an amendment in the new edition, which does not give such powers to the government. The amendments were presented for the second reading of the bill “On customs regulation”. Initially they said that the government “has the right to set a payment in respect of goods acquired by individuals in international e-Commerce, as well as the order and terms of payment”.
At the moment in Russia without duties to receive orders from foreign online stores worth not more than 1000 euros a month and weighing less than 31 kg. in excess of the limit fee will be 30%, but not less than 4 euros per kg. According to the agreement in the framework of the EAEU (Eurasian economic Union) the maximum value of the duty-free parcels is to be reduced to 500 euros from 2019 and up to 200 euros in 2020.
In June it became known that the Federal customs service has proposed the Finance Ministry to introduce a duty on all purchases of any value in the foreign Internet-stores.
Offer FCS provides for a reduction in duty from 30% to 20%, but it will be paid on all orders from foreign online stores. Is considered as a combination rate, for example, not less than 1 euros for 1 kg, and a fee of 20% on commercial goods cheaper than 200 euros. It is proposed to apply to personal packages requirement as to commercial shipments. Such a system is proposed to introduce from 2020.
