Russia is working on a bill that can equate mobile phone numbers to the passport. The working group on the legal regulation of the digital economy on Wednesday evening, was sent back for revision amendments that are designed to create a system of universal identifiers. This was told “Vedomosti” that managed to read the document.
The bill makes amendments to the laws “On communication”, “On information” and “On fundamentals of citizens ‘health”. It allows the Russians to confirm the identity of the mobile phone number. Just as biometrics confirms the identity of a customer of the Bank.
The bill equates the number of the phone to other electronic identifiers, such as electronic signature, biometric and fingerprint data. They can be used for confirmation of identity when providing remote services, such as telemedicine.
Also in the state Duma propose to make a SIM card full ID, and operators — to forbid transfer of SIM card to intermediaries for new subscribers. The latter is justified by the fact that it is through intermediaries sold illegal SIM card without a passport.
