Parking per minute, pay per minute. This idea is as old as the road to Rome, but still not a reality, because (mandatory) legislation is lacking. The PvdA wants now to tackle.

Actually, it is the madness that you find in many parking garages still per hour pay, especially with the current rates. Park somewhere two minutes over the hour, and you should immediately for a full hour bijlappen.
