According to the newspaper “Vedomosti”, the Ministry of communications of the Russian Federation has prepared a bill amending the “On communications” and “On information, information technologies and protection of information” and to allow state control over Internet traffic in Russia.
According to two sources, the authors of the draft law complied with the orders of President Vladimir Putin in the fall of 2014 following the exercise of the protection and maintenance of stability of the Runet in case of various attacks from outside.
The bill provides several options for how the authorities can track the routes of Internet traffic in communication networks. In particular, it is proposed to establish a system of monitoring “of resource use global addressing and global identifiers of the Internet (DNS and IP addresses)”. It will include the register addresses of the Runet and will also monitor critical infrastructure elements of the Russian Internet.
