In the state Duma introduced a bill, in fact, prohibit the anonymous use of instant messengers. A bill introduced in the lower house, it was sponsored by Marina Mukabenova of the “United Russia” Oleg Nikolaev from “Fair Russia” Alexander Yushchenko of the Communist party.
The bill adds changes to the Federal law “On information, information technologies and protection of information” concerning the regulation of services of electronic communication (instant messengers). In particular, it is proposed to oblige messenger to identify user mandatory.
The bill provides definitions of im and introduces the concept of the organizer for instant messaging. The latter have the duty to transmit messages only to authenticated users. To identify users needs the operator using the subscriber number. Simply put, the use of instant messengers will be able only to users who identify by phone number.
Also bag must maintain the confidentiality of the transmitted messages. Users must be able to block receiving messages from other users. Must also be able to send messages at the initiative of public authorities. Another obligation limitation mass mailings at the request of the authorities or just transfer messages with the information disseminated in violation of the legislation of the Russian Federation.
If the owners of the messenger does not fulfill the requirements, the service offers block-level operators. Also there are fines of up to 1 million rubles for failure to comply with these obligations.
If the bill passes all necessary authority, then these requirements will come into force on 1 January 2018.
