That considers at least the Traffic Information Service (VID). In particular, the situation around the Leische Rijntunnel in Utrecht is dire.

Do you know, all that stuff, around the opening of the Leidsche Rijntunnel, in the A2 motorway near Utrecht? The tunnel was in 2010 already as good as finished, as planned, but failing safety systems could the tunnel until two years later, to finally open.
