The first climate treaty was signed in 1992 during the Earth Summit in Rio de Janeiro. The purpose of the agreement is the emissions of greenhouse gases, to climate change to a halt. The treaty, which is by 196 countries, was approved and ratified, joined in 1994, is in force.

Since that first treaty, there is every year a conference is held, with varying results. A milestone was reached at the 1997 meeting in Japan. There was the so-called Kyoto protocol was drawn up. In that agreement it was agreed that countries to their climate goals are not necessarily self-emissions have to reduce, but part of it also in abroad able to achieve (emissions trading). Also suggestions were made how the reduction would come. Collectively they should lead to a reduction in emissions of 5 percent compared to 1990. The years after the Kyoto-protocol will be further developed.

The climate change conference 2009 in Copenhagen was considered a failure. The intention was to hard, legally binding agreements to come, but that did not work because large countries like the US refused to commit to reducing their CO2 emissions. However, it was agreed that the earth is not more than 2 degrees should warm-up, a value which is Saturday in Paris more focused. The aim is now to up to 1.5 degree.

In 2011, the countries in Durban (South Africa) that by 2015 a binding agreement would come. Last year they came to the UN climate summit in Lima (Peru) agreed that all countries march 2015 had to indicate by how much their emissions are thought to reduce.
